Mr. Silvey is a partner with the firm and a member of the firm's Public Law Practice Group.  Early in his career, he served in the United States Navy.  After completing his military obligations, Mr. Silvey was an environmental consultant and subsequently became the president and COO of several large engineering and environmental companies.  He is admitted to practice in both New Jersey and California.

Mr. Silvey currently serves as General Counsel to the Alameda Corridor - East Construction Authority (ACE).  ACE is responsible for, and is now undertaking, the design and construction of a combination of safety upgrades and grade separation projects at fifty-five grade crossings throughout the San Gabriel Valley.  Mr. Silvey participates in and helps conduct public meetings, reviews and negotiates contracts, including funding contracts with organizations such as the MTA and Caltrans, monitors DBE Programs, and oversees environmental work and permitting activities.

Mr. Silvey is active in the brownfield arena.  He provided assistance to the City of Santa Clarita in CEQA, development agreement, insurance and indemnification matters relating to the proposed Porta Bella Project, a 1,000-acre brownfield development.  He also helped oversee the development of a brownfield site database for the San Gabriel Valley.  Mr. Silvey has assisted the cities of Stanton and Huntington Beach in addressing insurance, regulatory, and Polanco Act issues in connection with the remediation and redevelopment of contaminated properties in those cities.

In addition to the brownfield work that he undertakes for the firm, Mr. Silvey is a partner in two separate brownfield companies which were formed to acquire, remediate, and redevelop brownfield sites in California.  Both of these companies have successfully undertaken brownfield projects.
