Eileen L. Ollivier

Eileen is an associate in Burke’s Los Angeles office where she practices public law.  Eileen represents and advises cities and other public agencies on a variety of municipal law and constitutional law matters. She has experience prosecuting and defending cases on behalf of public entities in areas of law, including, code enforcement, inverse condemnation, constitutional law and civil rights litigation, taxes and assessments, complex litigation, and premises liability.

Eileen has represented several cities on appeal in constitutional challenges, including assisting with the published decision in Howard Jarvis Taxpayers Assn. et al. v. City of Los Angeles (2025) 116 Cal.App.5th 1208, which upheld a voter initiative imposing real property transfer taxes, and defeated Proposition 13, Proposition 218, preemption, equal protection, and other claims.

Eileen serves as counsel for the Temple City Planning Commission and the San Marino Design Review Commission. She regularly advises cities and public agencies on the Brown Act and the California Public Records Act and revises and drafts ordinances.

Eileen earned her J.D. from the University of California, Hastings College of the Law with a concentration in government law, and a B.A. from the University of California, Berkeley. In law school, Eileen interned at the San Francisco City Attorney’s office and the ACLU of Northern California, and externed for San Francisco Superior Court Judge Andrew Y.S. Cheng in the Complex Litigation Department.
