Lisa N. Maxwell

Lisa Maxwell is a member of Burke’s Real Estate and Business Law practice and Public Law Practice, which allows her to combine and leverage her experience representing private clients with her experience representing public agencies.

Lisa has extensive experience in real estate including, development, public/private partnerships, construction, asset management, purchase and sale, leasing, workouts, commercial contracts and common interest law.  Lisa represents and advises private clients and public agencies on complex real estate transactional and leasing matters.  She routinely negotiates and prepares transactional documents including, exclusive negotiation agreements, term sheets, disposition and development agreements, lease disposition and development agreements, purchase and sale agreements, leases (ground, retail, office and industrial), licenses, easements, telecommunication agreements, cost sharing agreements and covenants, conditions and restrictions, while also handling ancillary matters such as title review, due diligence and closings.  Lisa regularly advises on Surplus Land Act issues.

Prior to joining Burke, Lisa served as the Community Development Director for the City of Alameda, and as an Assistant City Attorney for the Cities of Alameda and Oakland.  As Alameda’s Community Development Director, Lisa oversaw the continued development of Alameda Point, a former Naval Air Station, while also managing the City’s real estate leasing program, economic development division, public art program, affordable housing programs, and homelessness and social service programs.  Lisa led the team that obtained grants from the State and the County of Alameda, which allowed for the construction of a transitional supportive housing community in Alameda.

Lisa’s 30 years of legal experience have included serving as California general counsel for a public homebuilder, as well as in-house counsel for a real estate private equity firm.

Lisa currently serves on the Board of Directors of Alameda Point Collaborative, a non-profit serving the unhoused.
