Stephanie Gutierrez advises and represents cities, special districts, and other public entities in a broad range of municipal law, governance, and regulatory matters. Stephanie currently serves as City Attorney for the City of Arvin and as General Counsel for the Ventura River Water District. She also serves as Senior Assistant City Attorney for the City of Simi Valley, Assistant City Attorney for the cities of Buellton, Rosemead, and Temple City and as Assistant General Counsel for the Banning Library District.

As counsel to cities and special districts, Stephanie works closely with elected officials, governing boards, commissions, executive leadership, and staff on matters involving open government, ethics, land use, public agency governance, and regulatory compliance. She regularly advises clients on the Brown Act, the Political Reform Act, conflict of interest laws, and the California Public Records Act, and provides legal guidance during city council, planning commission, board, and committee meetings. Stephanie develops and delivers training programs for public officials and staff on topics including ethics, transparency, land use, and AB 1234 compliance. Her practice further includes public contracting and procurement, as well as negotiating and drafting a wide range of agreements for public agency clients.

Prior to joining Burke, Stephanie’s practice concentrated on immigration law. Stephanie also worked for the San Bernardino County Counsel’s office where she advised the Assessor Recorder Clerk, the Land Use Services Department, and the Chief Administrator’s Office.

Stephanie earned her Juris Doctor from University of La Verne College of Law and a Master of Public Administration from the University of La Verne College of Business and Public Management. During law school, she served as a judicial extern for Associate Justice Carol D. Codrington of California’s Fourth District Court of Appeal and was Editor in Chief of the Journal of Law Business & Ethics.
