Burke Partners Donald Larkin and Eli Flushman will be presenting at the 2026 City Attorneys Spring Conference. Their session: “Smile! You’re on Camera: Legal Developments and Best Practices for Police Camera Footage.”

The session will highlight recent court decisions in Law Foundation v. Gilroy and Sacramento Television Stations v. City of Roseville, this session delves into the legal developments related to camera use by cities, including a recent lawsuit brought by the Attorney General over the sharing of automated license plate reader data.

Donald’s more than 25 years of experience representing public agencies, including extensive work on the Brown Act, the Public Records Act, and public safety law, positions him as a trusted authority on the disclosure obligations at the center of this session. Eli’s background advising cities on the public records act, code enforcement, public nuisance abatement, and municipal law gives him a practiced understanding of the operational pressures cities face when managing law enforcement records. Don and Eli both serve on the Cal Cities Public Records Act Committee.
