In this session, two experienced litigation attorneys will discuss some of the effects that public opinion has on the way agencies handle policing issues. You’ll learn about recent, high profile cases involving law enforcement and citizens, the impacts of efforts to defund police departments, and citizen concerns regarding implicit bias in policing methods. Each of these things has led to reforms in statutes dealing with privacy of law enforcement personnel files, internal policies establishing appropriate uses of force, and the type and severity of discipline imposed for alleged violations of public entity rules and regulations. From federal 1983 Civil rights lawsuits to SB 1421 and Public Records Act requests, you’ll learn about the need to appropriately balance citizen expectations and agency decisions, in the law enforcement arena.
