Temporary and Long Terms Solutions to Homelessness – Joan Cox to Address City Attorney’s Association of Los Angeles County

The adverse impacts of the COVID-19 pandemic have exacerbated existing challenges, particularly housing and assisting the homeless.  Various cities throughout California have grappled with how best to address encampments springing up under overpasses, next to freeways and even on private land.  On Thursday, August 18, from 12 pm to 1 pm PT, Burke Construction practice co-chair Deirdre Joan Cox will lead an insightful presentation to the City Attorney’s Association of Los Angeles County on public project solutions for temporary and long-term solutions adopted by cities large and small, including Los Angeles, Berkeley, Oakland, Modesto, Sausalito, Santa Cruz, and others, together with an overview of legal requirements imposed on each, as well as state grants and other funding opportunities available to assist. Joan has been a municipal lawyer for 25 years, specializing in Construction and public contracting law.  She serves as special counsel to a number of local agencies and general counsel for the Olivehurst Public Utility District. Joan has also been active in her community in Sausalito, serving as a Planning Commissioner for eight years, and city council member and mayor for four years.  In the last five years, Joan has focused her experience in public contracting and land use to strategize and develop creative solutions to assist municipalities throughout California in addressing housing and homelessness.  She recently served on an Association of Bay Area Governments Housing Committee that analyzed and recommended revisions to dozens of housing bills.  Joan has assisted municipalities throughout California in procuring homeless shelters through public private partnerships, obtaining grant funding for permanent and temporary housing, and streamlining the procurement and entitlement processes to expedite the creation of additional housing.
