Connor T. MacLean

Connor MacLean focuses his practice on all areas of real estate, land use, and eminent domain issues. Connor advises dozens of cities and public agencies, as well as private landowners and developers, in all phases of the development process, including property acquisition, entitlement and administrative approvals, CEQA compliance, compliance with state housing laws, and negotiating real estate transactions and disputes.

Connor has particular experience with the State Density Bonus Law, the Housing Accountability Act, the Housing Crisis Act, ADU law, and Housing Element Law. He has negotiated and drafted development agreements, purchase and sale agreements, and below-marked-rate rental and for-sale programs. Connor is also experienced in performing property diligence and assisting technical experts in preparing Draft and Final EIRs.

In his work with private clients, Connor has helped advance all manner of projects, including high-density residential projects, multi-phased mixed-use projects, shopping centers, industrial warehouse development, resorts, and assisted living centers.

In his work with public clients, Connor has experience advising cities on general plan updates, zoning code enforcement, issuance and revocation of conditional use permits, Housing Element updates, and tenant protection programs, the use of eminent domain for innovative house developments.

Connor graduated from New York University School of Law, where he was a member of the Moot Court and an editor of Moot Court’s annual Casebook.
